I think I've once done something kinda similar with just the motion blur... probably just a matter of good stock and motion blur...yeah.

I used the motion blur on the letters and turned down the opacity on the blurs a little. If I recall correctly the whole background has received the same treatment vertically..

I think it's a straight up photo, with minimal post processing. I guess if you'd want to recreate that, youd have to start with the blur+brush tool, and a bunch of filters.
