What is the current skill mastery cap?

And is the fact that cold, lightning, and fire lvls up all at once for Chinese characters normal?

cold fire and light is normal for sro-r but not isro... unless u want to be a pure pve nuker

Yeah playing on SROR.

I was gonna make a spear/cold/lightning nuker, but I was weirded out when I saw what happened with the skill mastery. o_O
