I'm level 40 fire/ice/light and I have not really seen a reason to get bicheon or huek yet since I two hit monsters my level. I can't really think of a reason for it unless in a pvp situation which I don't care about pvp.

Weapon skills are good against high hp mobs. Bicheon passive gives better blocking rate with shield and heuksal's passive gives more hp. Weapon skills can also kd/kb/stun mobs and enemy, so if your snow shield goes down you can slow your enemy and save your life.

Weapon skills are useful when grinding in some a bit different mobs. For example Niya Royal Guards, Niya Generals. Having only nukes there would suck since they block very often and it will slow down your leveling speed a lot. As a glaiver i take advantage of my chains when i'm at Generals. When they block, it is only a small amount of damage that doesn't go through, and since the attacks are fast, blocking doesn't slow me down.
