flying dragon or chain spear?

im a lv 10 pure int spear fire and light and im planning on getting the nukes and lion shout. but then if i have extra sp im going to get soul spear and ghost petal. and then im gonna get a extra move like flying dragon or chain spear. which one is better to get that is both good in pvp and pve?

Flying dragon -> less damage then a nuke, but faster.. so can be used as a finish off skill once a while.

The chains look slick.. but aren't that great for a nuker, their damage is to low ;o

i know the flying dragon does a little less that a nuke and executes fast. but i mean like which damage does most damage overall?

Flying dragon does more dmg than the lion shout. And there is no big difference in cast time. So id rather get flyin dragon.

unless you are gonna have like level 68 mastery and get the last chain which i think looks awsome / ubber.

if u not plannin that farm then get the fly dragon.

but if you really wanna save up sp get neither both.
