Babies rarely live long in this state; especially if fighting for functional control of the body. In most cases they surgically remove the "second head" however, hers is merged pretty badly. One of the articles from india says "The main reason was marriages among the close relatives". As far as "always happening to india" if you do a google search it happens in many more countries.
