Don't know that I can help with a suggestion - but as far as IV and DV my guess would be that he's talking about independent and dependent variables. In the experiment the dependent variable will be the one you measure, the independent is the one you manipulate to produce your predicted effect.
He wants you to pick a subject - in doing so you will have to research it. When you do it take good notes because this is where 12 of your points will come from. The suggestion is that you could followup on an experiment that you completed already (in class) - but look at it in a different way and form a hypothesis predicting a different result.
