sro is such a grind fest because jm wants u buy item mall items to help u lvl faster, will 2moons gonna be another grind fest like sro?

We wont know until OB is started. Xp (especially for quest rewards) was supposed to be changed.

I'm assuming he is talking about a (N)on (D)isclosure (A)greement that most closed betas have between their beta testers.
