You can't know what levels you are going to spawn with , not even the levels of mobs .
It is all random , especially at night when there aren't many players online .
Spoiler!

That's a level 23 character at level 60 mobs .
Btw the other team also had a level 23 character , we let them pvp each other .

it depends on the people who join you'll get with the closest 15 player to your level, depends on how many players joined and how many of them are close to your level, in the morning i usually get in ctf with 30+ level higher players, and lvl 85 monsters which give me no exp at all. so it's not a fixed level range, depends.
Joymax should really fix this. When there are no people of similar level to yours, there is no arena for you. But CTF isn't fixed yet. I was once 24lv and I had to fight against Penguins(60lv)

Heh, the CTF bug part 2 where you have 2 chars on same account and you register with the low level, then logoff and go with the high level O_o. Only time that's useful is if you want to piss everyone off.

Unless they've fixed it recently.
Didn't know that one , does it actually work ?

It is an event made by joymax that you can enter once every 2 hours and it lasts 20 minutes .
A random mob is hiding the door key , so you may get the key on your first or your last mob , so you killed a couple of mobs and found the key , now your team's spawning room's door is open and you go to a tiny corridor where there is a flag in the middle , you can grab the flag and put it at the flagpool in your party's camp for 1 ticket for each party member at the end of the match (and winning) , at sro winning in ctf doesn't give you any bonus more than that 1 ticket .
Now you got your flag settled , complete the corridor and reach the other's team camp , if they grabbed the key , you can enter and attack eachother , if they didn't find the key yet or they are leaving it , you will get stucked at the door (can't enter) .
Know the point of ctf is to kill the as much as possible from the other team to get tickets (1 ticket each kill) .
After ctf you can sell the tickets for like 10-20k each , sometimes more .
Anyway you collect 10 ticket , then go to the event So-Ok and give her the tickets and she will give you a random gift (almost all of the gifts aren't valuable and are considered cheap) .

^ Thanks for the details!
now I need to double my leveling speed to join these event.
may I just add that most of the time, it seems like CTF either lumps you together with higher level people if there aren't enough of your level - which means you have to fight mobs 15+ levels higher than you, OR if you get the right level people in there, about 50% of the time half your team leaves once you've killed all the mobs.

mobs in ctf = quick good xp at lower levels.
Well , leave or Dc .
There seems to be a lot of dcs in ctf for some reason .
Btw it is not always 8 vs 8 , sometimes when there are very few people registered to ctf , you will enter a 4 vs 4 ctf .
Same number of mobs and same map though .
It even happened to me once to encounter a 2 vs 2 ctf and 1 of each team got dc in that ctf , so basicly it was 1 vs 1 ctf , Lucky me found the key on the first mob in that ctf .
It is still fun though .
