every single user has their own ip address and this ip is totally diff with what u're refering to as the dynamic ip...2 diff things...

you think about mac address as fingerprint there, but that is not sent outside
the local network.
By the way mac address can be changed easy, windows registry overrides hardware settings

1. Isp uses static ip like most cable service providers.
2. Isp uses dynamic ip like dialup or dsl service over phone line.
3. Every isp decided what it uses for their services.
