Well isn't the Data Protection Act a US thing? Since Silkroad is owned by Joymax, out of Korea, I'm not sure they would have to follow anything in any of the US laws. I don't really know how international law works though.
Even if Joymax IS subject to US law, how did they violate the data protection act? A user ID is not usually sensitive information.
