Making an assumption that a particular char race should be optimized as a particular build just by looking at their weapons is a mistake. Step back, take a deep breath, and look at the overall picture. Chi chars have the access to a flexible skill tree system, equipments that are char lvl based (and not mastery based), and imbue skill which enables simultaneous phy and mag based damage.
The argument comparing euro and chi, and that euro should be pure (which is often the case, except for a few builds that could justify being hybrid) and chi should be hybrid is an exercise in futility. It's comparing apples and oranges -.-.
Pure int and you tank less but deal more damage, pure str and you tank more, hybrid falls in between and is up to your preference as to which ratio or balance you feel suits your game style, your equipment choices, your mastery choices, your metagame. For example, you might say being pure int nuker chi deals alot of damage, so why not go pure int wizard instead? Well, pure int chi nuker can tank with the appropriate gear (armor against phy damage, garm against mag damage, prot for balance defense) no restriction on choices of armor, have shorter pot use cooldown, access to passives and skills that compensate for their lack of phy defense and hp. All in all, a pure int chi nuker is able to tank better than a pure int wizard.

Euro chars work extremely well, and benefit in teamplay. Chinese chars offers flexibility in char builds, and can be very versatile, so they are able to hold on their own individually.lol You just boosted my chi nuker motivation srsly. ^^
