Joymax CAN tell. C'mon a user trying to connect twice in five seconds? And repeats? It's right there in the logs. Also I highly doubt someone has 4 laptops ready to go for each time they get 'dc from server'
Joymax can't tell with how they have their system setup. They have two main access points for the login servers spread about who knows how many physical servers on their network, These two access servers provide service for 30 servers worth of people. To know if someone is reconnecting too "fast" or not, they would have to implement a login delay for every account recording the attempted time of login, and then the next time before that account could be logged in. I.e. once you submit your login information, you cannot login with that account for 2 minutes. That's what they would have to do.
The thought that they could know if someone is using a no-dc or not by access speed is impractical. The delay time from actually logging in to the servers only depends on two things. How fast you get the login handshake packets from their servers and how fast your computer can startup the game. People with better computers can startup the clients and login faster than people with worse computers, that's something everyone could agree on.
All a no-dc client does is prevent the game from closing the application after the server closes the game socket. The fact it d/cs is just a poor design, as is most of the things in Silkroad. Anyways though, a no-dc skips the message box and automatically jumps back to the code that starts up a connection to the login server. That's why theres a delay between the times you can re-login when using a no-dc client.
It's actually doing the same thing as would have been done if you started a new client, except you aren't overburdening your computer by starting a 300mb+ game again and again. If Joymax looked at the ways they could make more money, they would implement the same in their client so people will be able to a.) have less downtime when trying to login and b.) keep their computers able to run Silkroad longer which would result in happier customers. We all know happy customers means more $$.
Just a little insight on the matter

If they get constant captcha spam from 1 IP and they are monitoring for it.. they can tell.
Not really. Joymax has a flawed setup to where any # of connections from an IP can sit on the login server. Only 30 connections per IP is allowed to a game server. Without that limit on the login server, any number of clients can join the login server and attempt to login and get CAPTCHAs. Read above on what I mentioned how the no-dc works. The only possible "spam" you could do is getting the image code wrong two times in a row, then getting it right to reset the limit, then logging out and back in again to do that over. Aside from that, a new connection has to be made to the server.
