There are whole English unions in cSRO, just gotta choose the right server. Many are on div2 the inverted ? server and I saw posts saying some on div1 as well.

To buy silk, you need a back account in China. Or, you can make a deal with a Chinese player in game. To get items from the Item Mall, you can just buy them from players, for ingame gold.
