Account switching? Do you mean sharing your account with other people, or creating multiple accounts for yourself? Account sharing is generally not allowed, at least at places like schools, work, and the like. I don't know about Joymax. If they let you share accounts, then they can't be sure who actually did something on it if an incident occurs. Maybe they just don't care who uses it, just if something 'bad' happens, just ban it.
As for making multiple accounts, there's not much reason for that. You can have, I believe, 5 characters on a single server on a single account, and use the same account to create 5 characters on each of the other servers... with shared storage on a single server. I don't see any reason really to have multiple accounts for yourself.
