The reason why the inspection took so long is because they had to load their bot into the server and figure out how it was getting dc.... After multiple attempts trying to figure it out they finally found out that they had to spam it to death. Which took 4 GM's to do with one bot.

Thus this is why 5 people max were seen in Venice.
