Yes.
Using your figures, you need to kill over 18,000 mobs 2 levels higher than you at level 59. At level 69, you have to kill 20,000 mobs 2 levels lower than you. Depending on your kill rate (which should be higher killing mobs weaker than you instead of stronger than you), you should actually level faster at 69 than 59.

In the union I am in there's at least 10 lvl 80 legits and I'm certain none of them have ever cheated, and considering the server has been around for 1 year and 4 months it's pretty likely that by now someone legit could hit cap in that time.
