Anyways, I was wondering how big the new SRO mandatory download patch is. Anyone know?

Now I have to go search for it. Darn it. I hate that website.

Edit: Mmk I clicked on the link that takes you directly to the download. It say's it's a 950MB file...I think that's to download the entire game not just the upgrade.

That's correct. You need to basically re-download the whole game in order to play. Joymax have odd ways of patching, generally being it's a whole download, not just the Media pk2, Data pk2 etc, which you need.
