Last night I was out to loot when I ran into a trader with s/s. I just made 100% block parry on my bow so I thought I'd kill him with ease - and I was wrong!
I have no idea how but he blocked the first 4 or 5 blows. What the hell is it?

As far as I know block blue on weapons makes them harder to block. Am I wrong?

the 100% increase in your Bow's BR means that the shield holder has a lowered chance to block your attack.
it is 100% increase in your Bow's current BR value.
It means the shield holder will have a decreased BR from your attack.
Not 100% no block for the shield holder.

It's actually 100 on a 8D weapon. Hmmkay, I'm noob. It was shocking to see, anyway.

nah that is critical parry , it just makes them have less chance of critical hit you , doesn't have to do with BR

Its called block PARRY RATIO for a reason.
It decreases teh opponent's PARRY RATIO.
It has nothing to do with BR on shields

it's actually like this : block parry ratio 100 (100%)
the 100% is to show that the attribute has reached the maximum
and for the 100, it's just a value and no one said it's 100% antiblock
