What do the percentages next to almost every item and skill mean? Ive been playing for about a year but I still have not found their use.

I have a question:

Let say if my item is a SOS, does the pencentage compare itself to a NPC SOS item or does it compare with a White NPC item without SOS??

sos salready have the white updated on it the % mean only what is the amx it could get so a 100 mag dmg sword 5% is good as a 100 mag dmg sword 35%. well the 5% is better cause it can go higher but their damage are the same right now

no thats wrong, the more % means more damage, even with skills. if ur a wizard u know what i mean. i have a lvl 66 wizard in ksro dude, i know.

ya he's right, lightning 199% same dmg range doesn't even do like half of what fire does with 369%,
