Question about criticals

I just got a dagger with 21crit% but next to that number, theres another percent called (71%) Which one is the true critical??? And whats with the two numbers?

the critical number is the value of crit the weapon has, the % is the percent of the maximum that value is for that weapon

well you've seen it before...he means this
crit 21 (71%)
critical is 21 and for this dagger a crit of 21 is only 71%/100%

basically the percent tells you whether you need to use ruby tablets or not so that you can attain a higher stat or maximum stat
