Yeah, it's not a bug. If your percentage is at 0%, it doesn't have to go up. It can't go down to the negatives, haha, but it can certainly stay at 0%. Keep on trying.
Oh, and just to let you know - if your Shield is having bad success with every single sort of stone you try on it, it may just be an unlucky Shield. Each piece of equipment in SRO has a pre-determined success, or luck rate. Some are just more lucky than others, naturally, and are bound to succeed much more easily. Some may go up to +7, no Astrals or Immortals, in one go, while you may try ten or ten thousand Weapon Elixirs on another weapon, and it won't even get to +3.
If that's the case, then I suggest you ditch your Shield and get a new one.
