can someone explain the plvl with euro char?

I came back sro 2 days ago after 6 months.
Sro added a lot of new things and euro char.
I read many topic here and overheard yesterday that plvl can get level 10-30 in like one hour

Can someone explain how does plvl work?(short explanation would be fabulous)
Is there like level range or is it legal to do it?
Only gone for 6 months and i feel like a noob
