i know the title doesnt make sense, so let me clear it up.
at lvl 10, a euro char has 20 mastery levels available.
so lets say youve got lvl 10 wizard and lvl 10 bard
then you level up to lvl 15 and youve got 30 masteries available, so now youve got
lvl 10 wizard, lvl 10 bard, lvl 10 cleric.
but then you delevel back to lvl 10, so you again have a 20 mastery limit... would you still be able to use all those skills? [wiz, bard, and cleric] ?????

yea but the chinese always has the 300 cap, the euro doesnt.
so at lvl 10 after i delevel id have 10 bard, 10 wizard, 10 cleric...but only a 20 mastery limit.

Its like used stat points, you dont loose them if you delevel. The mastery limit at this point is 20, and you cant level anymore masteries until you get to lvl 16 and over.
The skills are still usable. I've got several lvl 40 euro chars deleveled for being murderer...

so you can basically get lvl 10 warrior, lvl 10 cleric, lvl 10 bard, lvl 10 warlock, lvl 10 rogue, lvl 10 wiz.
all as a lvl 10 character hehehe.
you just gotta get up to lvl 30 and delvl to 10.

Yup... I think that's right. You might have to get to 60.
