Quoted from Phortex's cleric Guide.
I am not certain about this, need to do more testing, but i believe that the reflect means that the heal does the fixed value shown plus the % of your magic attack. So if you heal heals for 700HP and 105%, with a magic attack of 100 (easy number )then in total the heal will heal the target for 805hp (does that make sense?). Anyway so the bigger the reflect means the bigger the heal is likley to be, and like dealing damage, the more you heal the more aggro you generate.

lol what?
reflect is even damage for the weapon, like a fixed rate meaning you do not need to have Int to give better heals, you just need the skills and the weapon.

i am sure that it means, when you heal someone, it heals the amount stated, say 1000HP, and it also heals the % reflect (say 200%)
so say ur weapon has a mag attack of 500-700, than ur healing skill will add 1000-1400 more hp making a total of 2000-2400HP for that specific heal skill

No the point is that your characters overall magic attack is part of the heal calculation, not just the weapon you are holding.

wow, that means a lvl 80 cleric with pimped gear can heal something like 10k hp?

He's on crack. If it's reflecting all of your m.atk, then why would the skills have a specific effect stating that it's the weapon m.atk reflect instead of saying heal amount XXX(YYY%). It's what everyone else posted, it heals the XXX amount stated and adds the rest by multiplying the weapon m.atk by the %.

So when it only depends on your weapon, a pure str char can heal just as good as a pure int char.
Only the pure str guy runs out of mp fast

Here is the possible formula. This was only posted a few days ago.

Weather the formula is exactly correct I can't say, but it is very clear that your int points effect your healing. Any pure str cleric can tell you this.

Its based off of your magical attack plus the rate, you also heal in a range i've noticed, so its basicly a healing nuke, your magical attack being based off of the weapon and your int, str with an up to date cleric rod still heals for basicly nothing
