Best lvl for farming at ongs?

Whats the best lvl to farm at ongs & the lowest.

To get any sp I would say lowest would be 18 or 19, max is 27 or below.

Mastery 10 (For later on when you delvl)

Stay 22-25 above you pretty much get a huge cut off. If power farm.. lol

yeah, lvl to 19 and leave your masteries at lvl10, have someone pfarm you at euro ongs (their spawn rate is godly lol).
