1 Depends on other stats, check stall network

2 Why? As long as you arn't in a big need of SP leave it

i forgot to add im farming lol on the 2nd question lol if i delvel it do i lose the extra hp at the bottom of the spear skillz?

You will have to delevel the passive first, otherwise you can't delevel the mastery to 49

Then you could, yes, to increase your gap size faster. Depends if your force mastery is over 50 or not or you would have to delevel that too ofcourse before it has effect
