idk...all the other photos are working in rating them...
so either:

A. Mega mysterious hacker with leet hax to make his photos godly O.O

or the more likely answer:

B. SRF has a bug :/ (less exciting)

how old is the photo though.

its really easy to tamper the outgoing form packets on older versions of phpbb to change variables to your own (such as votes). So this could have been done on an older version of the forum.

what i mean is, the photo was uploaded on an older version of this forum, and someone tampered it so it got high votes, and thats carried over onto the current version, because the image rating will be stored in the sql tables which dont change much over the update.
