can't teleport or use return scrolls

wdf....whenever i try to teleport between towns or use return scrolls i get the message:

"The requested order cannot be carried out."

no, i don't have murder status or anything...anyone ever have this bug?

you have a Deilivery quest active.
Finsh it first.
