Thats normal round this time actually. Try 2 hours later, when more ppl expecially 5x come. IT should be normal ^^

It happens on CTF, one time i got a lvl 25 noob in my party, which was with players lvl 79-90.
Other time someone took the quest with the birds, that you have to kill and they were spowning in the event....
CTF can always be bugged, so...nothing new really....
