if you go to the herblist and click withdrawl skill, does this make.. i.e your lvl 30fire mastery go to 0?

look when you accept that quest you go kill moobs.. drop cursed hearts. for every 10 you get 1 potion. 1 potion can dlvl 1 skill. so lets say you have 30 lvl's mastery added. but noo skills you need 30 potions.

and you only get 80% of sp back (you get 100% back if you buy from item mall)
