is the bad charm quest still bugged?

I have numerous lower level characters. One of them was doing the bad charm quest. It had been 5 months since I last did it so I didn't remember. Besides it was the gunpowder qust thats bugged not the bad charm.

I like to try lots of builds, and I like this one enough to keep playing it.
