Cleric for PvP, bard for PvE
Cleric is pretty good for PvE as well, but the way I play my wiz, I just find a spot with passive mobs without giants/champs and level on them from -3 to +4 levels or until I reach the next such mob that I can 1 hit with life control on. That way, you waste no HP pots, the least mp pots, and lvling is fast and safe. Being a bard helps in this situation as you can move between mobs fast and since you 1 hit them only your moving speed slows down your lvling.
