I know some on ksro "100 cap" use only 2 masteries, shallw e start now at 90 cap? or just make the most of being able to use 3!

if you want to get owned go ahead and use 2, but for the smart people they will use 3

From power perspective: go with 3, with 1 very low sub (90/90/90/30).
From SP perspective: go with 2, with 2 subs (90/90/30-90/30-90, e.g. 90/90/60/60).

3 full masteries will be slightly more powerful (depending on your choices), but will cost a lot more SP (and more deleveling at a later level cap). I think my sig says enough about which path I'll chose. A lot of people tell INT builds to go weapon 90/lightning 90/cold 90/fire 30; I would hate to lose out on effect immunity that soon. I'll do without the phy buff (or borrow it from clerics for half an hour), and 40% snow shield is enough for me.

Anyways, I suggest going 90/90/90/30 - Who knows when the next cap increase after 90 will be.

True, we had 80 cp for what...2 years almost? lol
