i bought cod 4 like months ago and i still havent downloaded it

and everytime i shut steam off it restarts so its fking me up

It shouldn't, mind doesn't restart.

And I <3 steam, I buy every game on steam if possible; I love having all my games in one stop to download, especially when it's 800kb/s.
