the thing is we do need to know, its like a doctor saying he is stil living i dont need to know whats wrong with him, to find out what matter is made up opens a new door in particle physics leading to a new ear in science and possibly technology to exploit what we have found out

The country is largely impoverished. Yes, they do have a high educational standards, in some parts. Yes, they do have access to internet. Yes, they do have libraries. But it is safe to say that majority of the country does not meet any these, and chances are, this girl falls into these parts.

He's just saying the chances are higher for the young girl to fall in the poor parts of India. Simple.
