Use of harbour?

I am doing Megalopa's shell quest, but i cant pass from constantinople to coast of troy using harbour. When i go to harbour manager Georion he just says to come back later.
Any help?

You must go from the ferry south of Const. I don't know why they do it like thgat, because usually there are always 2 ferries in each area with a river.

They do that because it would be uber cheap to bypass an entire section of the map while trading.
