There are some free websites.. else buy a website.. put phpbb on it and there you have it :)

Possibly the best free host. Very little advertising and it's instant setup. Me and my brother had a forum with them for 3 years and it was never offline and their support forum is awesome.

It's quite easy. Simple run the installer and it installs the DB and everything for you. And x10hosting has free mysql servers.
