It's not just questions, later on you're supposed to be able to buy lottery tickets. You can win sos-weaps, gears, elixirs, gt and stones.

Yup, that's right. An update that is comming in ten years (sarcasm here)will bring us capability of gambling for items at that lottery seller. Btw koreans have it already implemented. And if i remember correctly it came after the guild renovation update. So maybe that is what we should be expecting. But for now it's only an ordinary quest npc
