At the guild agent you can do a vote.

Believe youre guild leader has to start that up. Dunno for sure though >.<

The guild leader has to be inactive for 45 days before you could vote.

he payed for the guild so he deserves to own it no matter what

Well, my only idea is to talk to your GL.
We did it in our guild, senior members of 3 talked our GL.

It was not 100% pleasant, but all is well, he stepped down.
Left our guild too.

Sabotage him, tell everyone too just quit the guild. Then he will realize his actions were not appreciated. Especially if the guild is lvl2+.
