first off, how old are you?
if you are in high school or college, it doesn't matter if she is in a relationship(unless the guy is a neanderthal and can seriously hurt you). the best thing to do is to grow a set and just ask her out. it is the "mature" way of going about it (chicks dig that kind of adult shit) and it saves you the effort of playing "telephone" with her friends, which also runs the risk of her finding out and clowning you for not just asking her in the first place.

if you two are already familiar with each other, then it will be easy! strike up a conversation about some type of shit that SHE likes, and ease your way into the big question. jokes help too, get her comfortable and spring the question, but be suave. dont just blurt it out, be like, so you goin to the party this weekend? you need a ride, or you wanna go together. or if you want the mack daddy approach, find out who her favorite bands are and if any are coming to your area in concert (check to make sure they are not sold out, because you don't actually buy the tickets until she says yes) and be like hey, i got tickets to this show and my boy bailed on me, you wanna come along? when she says yes you run home and buy that shit!!!

in summary, ease your way into asking through conversation, don't just run up to the and blurt out "WILL YOU GO OUT WITH ME" AND DO NOT ASK HER OUT THROUGH FRIENDS!!!!!
