Dont know the exact % gain, but 11 levels difference will give you the max xp/sp gain per kill.
Just if you're curious, going 1~40 needs only 24 hours... thanks to pwrlvling <.<.

Base lvl or highest mastery lvl? I saw someone posting about it being your highest mastery instead of base lvl.

i got plvled from 29 to 31 in like 3 hours with a 3 gap and i got 0.11% per mob but my plvler killed the mobs in 1 lionshout so i got about 2% per minute
