The red

beside the name is for wanted status. You can only see it when you have your hunter flag on. It means that the thief has 3000+ arrange points (even after they take off the thief suit, they still have wanted status). If you kill a thief with that mark, you will get a lot more hunter exp than if they didnt (kill a thief with no wanted = a few hundred hunter exp, kill a thief with wanted status = ~ 30k hunter exp)

BTW, I didnt know what that was till i was 60+ either, does that mean i bot? No. It means i didnt job much.
