Non-official definition would be at least 4 blue's,
this while it actually suggest it has "full", meaning every and all, blue's, so it should have 5/9 blue's.
But on average 4 would suffice to call it "full blue".

For me it's every possible blue except immortal, steady, lucky and astral, and all blues 80%+
