It has been tried before and failed. Anything that broadcasts itself over the Internet from a user's computer has to be done so with the consent of said user. It is illegal to do so otherwise. Installing a firewall will let you know of any attempt to broadcast a signal. I don't know if you guys remember the incident with Sony installing rootkits on people's computers and essentially doing the same thing you're suggesting is going to be implemented. So this is laughable at best.

If you are downloading music illegally, you should know the risks that come with it.

I find it impossible to do this at this current time, the only way that this would happen is if the companies released there music files with the, what we would call a virus, in it. I highly doubt that it would actually work if true.

You need to post the source or otherwise your just saying some random shit you've heard.

Question; Did you even read the articles before coming to a conclusion about what they were about?

That's Australia, and it's been known for a while that they would monitor torrent clients and cap those users who are downloading from illegal sources. Maybe that would be an nice detail to include in your original post?
