Why can't I use the city teleports?

e.x. teleporting from Samarkand to Constantinople

I'm level 24

Some quests (mostly the ones that require you to deliver an object from one town to another) dont allow you to teleport.
In order to do so, you have to abandon them.

Or walk to the other town and fix the quest.

Try to use a return scroll. With some quest you can use teleport or scrolls. Abandon the quest or do it
