no dont use again not safe simply put means there are exposed wires inside maybe if you open it up change the damage wire might work but no garentee also change the fuse

Chargers will usually get hot when charging. How hot. If it's ouch this thing is HOT!, than that means it's broken and is pulling wayy too much power.

i make power tools smoke all the time we keep using them though. Just don't leave it plugged in over night or while someone isn't home or while sleeping.

Visual smoke is a sign of 2 things: 1) Wire got too hot, burned through the rubber covering or plastic casing. 2) Fuse or some connectors got loose and burning plastic.
Either way, if it's freaking smoking, it's a sign one of those have already happened. All it will take will be a power surge for sparks to fly. The chances are small the sparks will get out or catch fire inside a tiny charger. For stuff like powertools where you're nearby when you have them plugged in it's fine, but for stuff where you leave around the house for hours on end, I would just fork over the cash and get a new one. Better pay for a new charger than a new house imo.
Like I said, smoke = something melted. If you're lucky, whatever was melted will cover the exposed point and it'll be fine.
