They really gotta cut this shit out and just take their time to release expansion packs.
Thought I do agree with you, it's done on purpose. There was an IGN interview with one of the devs and they mentioned that releasing DLC shortly (a month or so) after the release is a way to keep people' attention on their game. Thus giving reason to develop a sequel.

I know it makes them money but I don't think it's a good use of development time. Before anyone says why can't they do both dlcs and work on expansion, they usually can't/don't because there are development cycles and constraints on how many people program a game. Instead of using the limited development time on that, I'd like to see full expansion packs with a shorter main story than the original (-10 hrs or w/e) + side scenarios to develop side stories that would've been dlcs. This means when I buy the expansion I can play the expansion and explore side stories, if the side stories happen to suck, I wouldn't have wasted my money cause I still have the expansion and I won't be wondering why witch hunt or golems of amgarrak was so bad. Obviously that's ideal as a consumer and won't happen as long as there are marketing people, but I just hate DLCs.
