Just for fun hon - try calling PacBell - and asking for a supervisor. Don't accept them when they say S/he is unavailable. When you get said supervisor on the phone, explain that you ordered their service and their installation crew never arrived. Ask if they particularly target your neighbourhood for selected service. Ask if it is an income- or race-related selection process. Who cares what they answer lol. Regardless of the reply, someone's gonna get into trouble, and they'll probably be out in less than 24 hours
