For one, I know you might need money but...you really shouldn't be trading at lvl20. For one if the popper don't kill you, then the earth ghosts following will xD unless you get on your transport and pot like crazy.
But too answer you question, run like hell and hope you find a high lvl hunter.

um.. don't trade? it's way too easy to die. one high level light bow thief, and your camel / horsie goes down in one hit.

I ran trades at 21. You can weave around the earth ghosts with the right path. You will probably get popped a lot, just a warning, but it is possible to trade at low 20's. Use a horse, take the WAYYY out of the way route, go slow near Jangan crossroads before the ferries to watch for thieves, stay off the roads, etc. My success rate at those levels was about 50%, so expect to lose some trades, and if you get surrounded by a popper just run, your horse may die just keep running, you can't stop it once a high level NPC is on it. Run, get somewhere safe, take off your trader flag ASAP. Otherwise, just don't get behind the high levels transport. Also, try banding up with other traders/hunters at the trade shops when you are loading up. I've taken along some low levels if I'm in a good mood, it is nice sometimes to have a low level in the back yelling forward when the NPC thieves spawn. One less thing for me to check for. Just don't annoy them when asking.
Good luck.

yea, trading at lv 20 is not really recommended.
Or go on a horse and spam horse pots.

Never use a camel. That's like waving a giant banner that says "POP ME!"

thanks for the help
However, I think trading at low 20s is not too bad, ive had about 70~80% success rate
it might be luck since I have not met any high levels, and if I do, I usually see them far away so I quickly move away from them
