When your act the thief job, you will gain Arrange Points for each trader, hunter, and transport you kill. So when you reach over 3000 arrange points you will become wanted and a Red Icon will be to the left of your name. Most thieves hate getting wanted due to the fact that a wanted thief is a even bigger target for hunters...seeing that if they kill you they get a nice size hunter exp bonus. So after you got owned by a hunter, you will notice a lil Red Icon top left on the screen right below your name.. this will tell you two things.
1st: Your Time penalty, this will let you know how long you must wait to wear your thief suit again..the more arrange points you have the LONGER the wait..I got up to 17k had to wait a hella long time to thief again like 8 ~ 12 hours i'm not sure so long ago.
2nd: You Gold penalty, this will let you know how much you need to pay to put on your suit again aswell, the more arrange points you have the HIGHER the fine o_0, and you must pay the HUnter nPc's there is one of the town.
NOTE: both must be cleared both you can suit again..so even if your time is up, you still need to pay the penalty o_0...after sometime tho you will get use to this.
PLUS: if you get wanted and you get killed and you have way too much arranged points at your death you can kinda cheat the system.. here's how. Lets say you had 7k arrange points your time will be like 5 hours+ and gold penalty atleast 400k and then you're like thats a hella long time and way too much gold i'm only a noob...you can do this. DON"T take your suit off, instead go back out on the roads again and this time get 3k arrange points and die again..this will take your old 7k penatly and replace it with lower time and lower gold...
NOTE PLUS: but if your a hardcore thief like me and gold doesn't matter as long as you are killing traders, after you are killed being wanted you just thief during the time PENALTY you have, so if you have a 3 hour time penalty then thief during that time....chances are you will get wanted again BUT don't die instead head back to town and pay your 1st penatly off, this will MAKE your Arrange points 0 again..removing the wanted tag you got during the 3 hours..hehe so your set to go back out, repeat until you aren't blood thristy anymore.
